Tórshavn's face mask requirement is justified
Tórshavn City Council is legally entitled to place a mandatory face mask requirement for all passengers on its city buses.
The face mask mandate is to be regarded as an executive action, according to the Parliamentary commissioner, who has dealt with a complaint from a citizen questioning the City Council’s legal authority to order this mandate.
According to the commissioner, the City Council does not require direct legal authority in this case, as it owns and administers the bus service and thus also has the right to issue such demands.
A fair requirement
The requirement is also deemed fair as it was issued in consultation with the heath authorities with the purpose of curbing the spread of Covid-19, says the commissioner, who will not pursue the complaint further.
