This is part of the proposal for a new Administration of Justice Act.
According to the proposal, members of the public should be involved in decisions on ministers’ conduct because a minister’s neglect of official duties lies in a grey zone between law and politics.
The Prime Minister or Parliament determine whether a minister should be charged and who should serve as the public prosecutor in such cases.
This prosecutor must be independent of public authorities.
